system is incorrectly set.
2.The file "softpub.dll"

Follow next steps to resolve the error:
First
step: Verify your computer's clock settings. If
necessary set it correctly:
- Close your Hotmail Messenger application.
- Double-click the clock that is displayed in the bottom right corner of your screen. (In Vista click once, and select "Change date and time settings...")
- On the Date and Time Properties box, click and open the Internet Time tab.
- Checkmark Automatically synchronize with an internet time server.
- Type time.windows.com in the Time Server address box.
- Then update your's system clock clicking the Update Now button.
- Wait a while until the system finishes synchronizing, and click OK to close the dialog box.
- Start the Hotmail MSN or Windows Live Messenger
application again and try to sign-in.
If this doesn't
resolve the error, follow to the next step:
Second
Step: Re register the softpub.dll
file on your system's registry:
- Open START menu, on the left-bottom of your task bar, and click Run. (in Vista, START/ All programs/ Accessories / Run)
- In the box, write "regsvr32 softpub.dl"(without the quotes) and click Enter.
- Start your Messenger application again and try to login.
Even doing this
operation the 80048820 error message will show again proceed to the

Third
step: Delete proxy server settings from your Internet
Explorer following the next steps:
- Open your Internet Explorer, click the Tools menu and select Internet Options.
- In the dialog box, open the Connections tab.
- Click the LAN settings.
- Delete the text in the following check box and then click OK, and OK again to exit the Internet Options.
- Start the Hotmail MSN or Windows Live Messenger and login.
TIP:
If you are using a router change the MTU value between 1400 and 1500 to
resolve the error.
